Improving STP communications and engagement with the public
As part of work to improve communications and engagement to the public about the work of the STP, a new dedicated website has been launched. The site can be found at www.seshealthandcare.org.uk and is full of information about the STP, our local transformation plans and specific areas of work carried out across the STP. It will be updated regularly and can be used as a source of information for partnership organisations and stakeholders when communicating with different audiences about the STP. Alongside the website, a public-friendly document describing the aims and work of the STP is currently being produced and printed versions will be made available to partners and stakeholders.
As well as the work to improve communications, a programme of public engagement is being rolled out across parts of the STP as part of the ‘Big Health and Care Conversation’. Local people will have the opportunity to hear about, and discuss, the local, regional and national issues and challenges faced by the NHS and social care and the work being done to address them. They will also be able to give feedback and views that will help influence and shape the developing local and strategic plans and the work of the STP.
The Big Health and Care Conversation was launched in Brighton last year and public engagement events will be taking place across High Weald, Lewes, the Havens, Horsham, Mid Sussex, Crawley, East Surrey and West Sussex over the next six months. The next engagement event takes place in Crawley on 14 June.
New Programme Director joins the STP
The STP has welcomed Karen Breen as the new Programme Director. She previously worked on national programmes at NHS England, including new care models and the integrated care system development programme.
Karen is a nurse and midwife by background and has held Executive Director roles in operations covering acute and community services for many years. She previously worked as Chief Operating Officer and Deputy Chief Executive at Epsom and St Helier University Hospitals NHS Trust and Croydon Health NHS Trust and was Executive Director of Delivery and Improvement at Barts Health.
She will initially be working with Executive Chair Bob Alexander and stakeholders to look at how her role can be used as effectively as possible to help us move forward in our developing partnership working.
National £19m funding allocated for pathology services business case
Patients across Sussex and East Surrey could benefit from improved pathology services, following the award of £19.3m by the Department of Health and Social Care to the STP.
The Secretary of State has allocated the money for the possible building of a new pathology unit at the Princess Royal Hospital in Haywards Heath. This is the first additional capital funding awarded to the STP and will be released subject to business cases being approved by the Department of Health and Social Care and Treasury.
The proposal would make it possible to centralise microbiology and other specialties from Brighton and Sussex University Hospitals NHS Trust and Surrey and Sussex Healthcare NHS Trust, who have been working together to provide pathology services on different sites. It would also enable the purchase of a new information management system that connects services between different healthcare sites.
If approved, it will be an NHS facility operated by an existing joint-venture between the two Trusts, called ‘Frontier Pathology NHS Partnership’. The new unit will physically co-locate staff from the two Trusts together and will allow them to work with state-of-the-art equipment in a specially designed building.
Mental health programme moves into delivery phase
An STP operational Mental Health Delivery Group has been set up, to be overseen by a new strategic Programme Board, following the development of the mental health strategic framework and case for change.
Workstreams are being set up in a number of areas for mental health: 24/7 crisis pathways for adults and children, patient flow, rehabilitation pathway, suicide prevention, and recovery/discovery colleges (self-management psychoeducation classes). Enabling workstreams are also being set up for finance, workforce, clinical intelligence and accountability, and a clinical and service user reference group is being established.
One of the programme’s ambitions is to bring partners together to focus on delivering the Five Year Forward View for Mental Health.
Phase two complete in development of commissioning Alliance
The first two phases in the development of the new Central Sussex and East Surrey Commissioning Alliance have been successfully completed to timescale. In the next phase, most staff will start working within new team structures and there will be a staff consultation process for those people where there are contractual changes to their role.
The Alliance is made up of five Clinical Commissioning Groups – Brighton and Hove, Crawley, East Surrey, High Weald Lewes Havens and Horsham and Mid Sussex – and represents a new way of collaborative working between the organisations.
The initial phases of the development work involved agreeing to the new approach, creating a single management structure, operating model, streamlined processes and agreement to the design of new team structures. From the start of June, the majority of staff will start working within their new teams and the Alliance is expected to be fully operational by the end September.
The Alliance is not a formal merger of the organisations and individual CCG governing bodies remain accountable for healthcare commissioning for their local populations.
